An act to amend the real property tax law, in relation to establishing a residential incentive  board for the purposes of providing flexibility to local taxing jurisdictions for capital improvements made to residential property for the purposes of repairing such property where environmental problems have arisen.   To provide a mechanism by which local taxing jurisdictions can encourage the repair and/or construction to dwellings that have been damaged by an environmental condition (e.g. rising water table, deficiency in soil substance) by authorizing the adoption of temporary assessment abatement.She needs a Senator to sponsor the bill.   Senator Chuck Shulmer called on the Core of Army Engineers and ordered Wet Relief
   Senator Hillory Clintion & Tim Bishop wrote Congress, Army Core & USGS to ordere Wet Relief
   Assembly Persons Phil Boyle, Ginny Fields & Mike Fitzpatrick are organizing state Wet Relief 
                      (They will also speed up the DEC permit process to clear the streams.)
    Legislator John Kennedy who got us the USGS is mobilizing County Legislature Wet Relief
    Smithtown Supervisor Pat Vecchio is using every connection he has and will not stop until all
        basements are dry
.    The day he gets DEC permission the clearing begins
